SBPA Scrapped

When you come to the end of the road and with no solution in sight, what do you do?

The New Public Service Salary Scheme (Skim Baru Perkhidmatan Awam)was not what it was intended to be.


If at all, they want a revamp of the Scheme, it must be all encompassing. That should be the spirit.

They must ensure expert people who are familiar with salaries and schemes are brought into the working committee to ensure all issues are resolved before a framework can be agreed upon. It must be a win-for-all situation. Not for 36 top-tier officers and another 3,000 who will supposedly win a 4-D first prize lottery every month from Magnum, Da Ma Chai or Sports Toto.

That SBPA, clandestinely conceptionalised without expert help from experienced ex-civil servants where even CUEPACS was not consulted, is a shame, sham and a mockery.

To make matters worse, they compelled the serving officers to sign option forms without giving them details on their new schemes or salary adjustment. One officer found he only got 45 sen extra when he opted for the new scheme. I cannot vouch how true this is but if it is so, how can they do this to their brother officers and sister officers?

Small wonder that the PM, much ashamed by it, got rid of the SBPA-lock, stock and barrel.

While at least 90% of civil servants and pensioners are sighing in relief and feel justice has now been done, those who were supposedly to be awarded 'super duper' fat salaries even the private sector are envious about, is now saddened as they have lost a super monthly lottery! Woe betide!

As for the people behind the scheme to enrich themselves, they should resign! Amat malu sekali!

We now await the ramifications to the current salary schemes which I believe will be kinder to the majority as the general elections is nigh!

Excellent comment.

This has been happening for almost every review. It is just that this time, it is too obvious. The salary review of JPA is like in the Wall Street. The top rewards the top.

Someone should be responsible for this "mis-act".

All those responsible should resign en bloc. So shameful. How many thousands of man-months lost for the SBPA I wonder!
